Xbox Wants Good Expansions Not Forced Content

Phil Spencer in a recent interview with Game File said that there is no top down mandate at Microsoft to require first-party games to release expansion content. Spencer went on to say he dislikes "expansions that are manipulative" and he wants expansions to be new content, not something that was cut at launch.
