Why Avowed Wont Be Open World

Avowed will not be an open world as Obsidian developers claim that the pacing was "really tough" without zones. The developers speaking with Xbox Wire said the zones will still be open structure, where the player "can do whatever they want for the most part." Can Avowed be the second big win for Xbox in recent months?
